IMPORTANT UPDATE: Our morning Keynote speaker will be Mr. Jason Altmire instead of Mr. Patrick Geraghty. Mr. Altmire serves as the Florida Blue Senior Vice-President for Public Policy and Community Engagement. Prior to joining Florida Blue in 2013, Mr. Altmire served three terms in the United States House of Representatives. Before being elected to Congress, he served in senior administrative positions in the health care industry at the University of Pittsburgh Medical Center and, before that, at the Federation of American Hospitals in Washington, D.C.

Patients as Consumers: The Impact of Health Care Financing and Delivery Developments on Roles, Rights, Relationships and Risks

• This program will identify, describe, and critically analyze the most significant legal and ethical issues that may arise as Florida physicians and other health care professionals endeavor to manage the challenges associated with the changing roles, rights, and responsibilities of patients within a dynamic health care financing and delivery system/marketplace.

• We will examine the emerging rights, responsibilities, and risks for both consumers and health care providers as the ways that health care is provided and paid for undergo substantial modification.

• We will explore the legal and ethical ramifications of the movement toward evidence based medicine and shared decision making, new health care cost containment strategies, and serving patient populations that are unwilling or less likely to be able to embrace a consumer role fully.

Audience

This conference is designed for physicians, attorneys, nurses, pharmacists, social workers, psychologists, and others with an interest in continuing education in health policy, legal medicine, health care ethics, and public health in Florida. Members of the public are welcome to register and attend also.

Learning Objectives

• Identify major developments (e.g., aggressive consolidation of health care insurers and providers into mega-entities, the incentivized development of new coordinated product delivery entities such as Accountable Care Organizations, the proliferation of electronic health records, and replacement—on both mandatory and voluntary bases—of fee-for-service arrangements by various value purchasing strategies such as Pay for Performance (P4P) and bundled payments) in contemporary U.S. health care delivery and financing

• Appreciate the ways in which the role of the individual who is purchasing and receiving health care services is changing from one of passive patient to that of a consumer who is expected to influence, if not determine, his or her own health care

• Understand the legal and ethical ramifications of the individual’s changing role from patient to consumer for the physician and other health care providers with whom the patient/consumer maintains a professional relationship

• Manage the physician’s legal responsibilities and risks associated with the changing professional relationship engendered by expectations that patients will take on a more consumer-like role regarding their own health care

Accreditation

This activity has been planned and implemented in accordance with the accreditation requirements and policies of the Accreditation Council for Continuing Medical Education through the joint providership of the Medical Educational Council of Pensacola (MECOP), the Florida State University College of Medicine and the Florida Bioethics Network. MECOP is accredited by the ACCME to provide continuing medical education for physicians.

The Medical Educational Council of Pensacola designates this live activity for a maximum of 6 AMA PRA Category 1 Credit(s)™. Physicians should only claim credit commensurate with the extent of their participation in the activity.

Applications for credit hours have been submitted for attorneys, nurses, social workers, and psychologists.

Social Work Continuing Education Units (CEU) programs are planned in accordance with meeting the criteria set forth and approved for licensure renewal as outlined in the Florida Statutes and by Chapter 491 Licensure Board. This workshop is approved for and offers 6 contact hours for clinical social workers, marriage and family therapists and mental health counselors.

Registration is free for students and other participants NOT seeking Continuing Education Credit. Payment of the registration fee is required for all participants seeking Continuing Education Credit.
